There are at least 2 people using Paperwork on Windows 7 at the moment: https://openpaper.work/fr/paperwork/statistics . So I think Windows 7 is not the problem here.
While the installer is built for 32 bits systems, the current version of Paperwork (1.2.4) is only built for 64 bits systems. Assuming the installation worked on your computer but you got the message when running Paperwork, this is probably the root cause of your problem: Are you running Windows 7 32 bits or Windows 7 64 bits ?
The good news for you is that Paperwork 1.3.0 will be built for 32 bits systems too. If everything goes fine, it will be released at the beginning of next month.
Just so you know, Windows 7 will be at its EOL on January 2020, so I only test Paperwork on Windows 10. While it should work fine on Windows 7 anyway, I cannot guarantee it. I do not test Paperwork on obsolete Linux distributions either ; it would be too much work for me.
