New Maintainer: Dan Moran

Everyone please welcome our newest Maintainer: Dan Moran!

Since becoming a Contributor, Dan has:

• Contributed `test` partitioning, including iterating well through feedback to make the feature align with changes to `lint`/`fmt`
• Implemented a handful of good optimizations
• Documented their own features, and helped to expand the documentation for existing features
• Provided lots of helpful context to users in Slack, and feedback to maintainers
  
• Generally left things tidier than they found them!

Dan is awesome, and probably should have been nominated a while ago! Oops.
