Google says that one account fits all. This means that a Panoramio account should be attached to one Google account, that´s final, there´s no merging or changing accounts to an other Google account. The old Panoramio accounts, now called legacy accounts, were stand alone and can not be accessed any more other then for connecting them to a Google account.
An email address is merely an identification with which you can, in combination with a password, acces your accounts. So basically it should not be of any importance that the email address was faulty. You should be able to identify yourself with that email address and password. Google can not do anything, other then providing me with the email address attached to the Panoramio/Google account, passwords are not retrievable by Googlers. So if you are sure the account is not a legacy account any more you should be able to access the account with the faulty email address and password.
