Our policies play an important role in maintaining a positive experience for everyone who uses Google Maps Views, so please follow these policies when submitting photos. From time to time we may change these policies, so please check back here.
Content policies
The following Google Maps Views Policies apply to any content your account displays or links to, including titles, captions, and any other associated text.
Visual and geographic accuracy: Photos must be real photos that accurately represent the location where they were taken. Photos that aren’t placed in an accurate location on the map may be misleading to Google Maps users and will be removed from Google Maps until the location of the photo is updated to be accurate. (The photo will still be visible in Google+.)
Full 360 view: Photos must show a complete 360 view so that viewers of the photo can rotate around the entire image without seeing breaks in the scene.
Intellectual property: Please don’t upload photos that infringe anyone else’s rights - including copyright. For more information or to file a DMCA request, review our copyright procedures.
Attribution and copyright notices: Small, discreet copyright notices (such as a business name, url, or logo) are allowed at the bottom of the photo if you are the copyright owner. Email addresses and phone numbers are not allowed. If you do add a copyright notice, the text must not take up more than 14% of the image or block any relevant part of the scene.
Advertising and promotion: Please don’t submit photos that contain advertising in the imagery, caption, or comment fields. Discrete logos and attribution information are allowed, as long as phone numbers and email addresses are not included. Please note, any content that facilitates the sale of illegal or regulated products, such as illegal pharmaceutical drugs, will be removed.
Violent content: Don’t upload depictions of graphic or gratuitous violence.
Illegal content: Don’t submit photos that contain unlawful content or promote dangerous and illegal acts.
Impersonation or deceptive content: Don’t pretend to be someone else, and don’t mislead anyone by representing that your photos are authorized or produced by a company or organization if that’s not the case.
Sexually explicit material: We don't allow photos that contain sexually graphic material.
Child Exploitation: Google has a zero-tolerance policy against content that exploits or abuses children. This includes all sexual abuse imagery and all content that presents children in a sexual manner. When we encounter content that appears to exploit children we will terminate the user’s account and report the user to the appropriate authorities.
If you find any content that you think exploits children in this manner, do not +1, reshare or comment on such content, even if your intent is to bring it to Google’s attention. Instead, flag the content through the ‘Report Abuse’ link. If you find content elsewhere on the internet, please contact NCMEC directly.
Personal and confidential information: Don’t post photos that contain another person’s personal and confidential information, including credit card information, government identification number, driver’s license information, etc.
Hate speech: We do not allow photos that advocate against groups of people based on their race or ethnic origin, religion, disability, gender, age, veteran status, sexual orientation, or gender identity.
Harassment and bullying: Imagery that appears to harass, bully, or threaten others will be removed. We take online harassment very seriously, and may suspend the accounts of individuals who use Google Maps Views to bully or intimidate others.
Malicious products: Don’t upload any content that contains or link to viruses, malware, or any other malicious or destructive code. Don’t distribute content that harms or interferes with the operation of the networks, servers, or other infrastructure of Google or others.
Spam: Don’t spam Google Maps Views. This means you shouldn’t upload photos with unwanted promotional or commercial content, nor should you upload the same content multiple times.
Report a problem with a photo
To report a photo that violates our sharing policy, click the Report a Problem link on the bottom of the page in Google Maps or in Views when viewing a photo. If we determine it violates our policy, we will remove the image.
Access to your content
Your content in Google products
When uploading your photos to Google Maps Views, your content will be publicly visible to other users. Geolocated photos that are shared on Google Maps may also be displayed in a variety of Google products and services, such as Google Maps for mobile, Google Earth, Google Search, Google+, Google+ Local, and third party sites using embeddable widgets or the Google Maps API. They may also be displayed in gallery pages that feature content shared by users. For more information about how your images may be used by Google or third parties, please see the Terms of Service.
Geotagging photos
If you don’t want to share the location(s) of your photo(s), please don’t use this service.
Your publicly shared Google+ photos that are tagged to a specific geographic location and your uploaded geotagged photos will appear automatically in Google Maps Views.
Google Maps requires that photos shared through this service be accurately geolocated for the benefit of other users who may view them on the map. This service uses the geotag that is included in the image’s metadata or that you otherwise provide. Use of this service does not impact how other services may use the geotags in your photos and is independent of, and not affected by, your geo location preferences for photos in Google+.
Enforcement
When we’re notified of a potential policy violation, we’ll review the imagery and take appropriate action. (Depending on the violation we may remove the photo from Google Maps, but this does not necessarily mean it will be removed from your Google+ album.)

My questions
In what way will Views monitor quality of photos, not technical quality, but the quality of the contents. How will Views prevent that loads of family shots will be part of GM.
In what way will Views prevent companies taking over. Meaning how will Views prevent that GM will be flooded with bulk uploaded advertisements.
There are many places on the map where companies have put their marker on a tourist attraction, like, there has been a spa on the St. Peter square in Rom or a stylist on the Karl bridge in Prague for years. What will Views do to prevent a photo from the local barber on the Eiffel tower?

How do I find specific photographers in Views?
There is currently no such feature on Views.
It is possible to search only by geographic location, including addresses, and title of the image.
Can I flag favourite photographers and photos?
Favorite photographers can be "flagged" using the Google+ Follow feature. You can follow a photographer by pressing the Follow button next to his/her name in his/her Views profile.

As far as I know, you would only get notifications of new images uploaded to Views only if the author makes a public post on Google+ about it.
It is possible to flag favorite photos and photo spheres using the +1 feature of Google+ that will be displayed in the +1 tab of your Google+ profile.

People can comment directly on Views about the image they are currently viewing.
The Comments section is on the panel to the right of the image, below the image information.
You can also interact with other photographers in the Google+ Views community.
Is it possible to tag photos?
There is currently no mechanism, that I am aware of, to tag images directly on Views like you can do on Panoramio.
Is it possible to rearrange photos in Views?
There is no mechanism for the Views contributors to rearrange the images at will.
We can only sort the images by certain criteria defined by Google and selectable through the graphical interface.
We can choose to view only photo spheres or photos, photo spheres are shown initially by default.
The sorting option "Public with location info" displays all uploaded images in its category to Views.
The sorting option "Public on Maps" displays only those selected for Maps.
There is one other option to sort either as "Most recent" or "Most viewed".
Can I create albums?
There is no such feature on Views, but you can organize your photos in albums in Google+ Photos where your images will be hosted.

Why haven't all my Panoramio photos been migrated to Views?
Google will either provide migration tools or do an automated migration when they are ready to shutdown Panoramio. I have no idea when it might occur.

Reading these posts it seems that the migration would not happen until some more features, to accommodate Panoramio user's needs, are implemented on Google Views.

There are only two tabs on Views.
You can view either photo spheres or photos.
AFAIK, there is not going to be any way to differentiate between photos contributed originally through Panoramio, or through Google+ and Views.
