If your question is ho to contact an user via email the answer is that there is no direct way to do this. But you should leave a comment on one of the user's photos you would like to get in contact with. Leave you mail address in that comment and ask him to contact you. You should write you mail address in text (like someone at anywhere dot com) as this will protect you a little bit from getting caught by a harvester who collects addresses for spamming.
