I thank Daniela Brocca response, and I apologize for ignoring the ruleof the English language.
Unfortunately I do not know English, and translate Google translationsare very approximate, especially if they are then further translated into other languages - each step adds another approximation.

So I translate into English (via Google translate) the text of my first contribution:

I note that the rules of the groups are often ignored by the participants.
This causes loss of quality of work group and more of the moderators.
I propose to Panoramio programmers to insert the phrase "read the rules before adding the group" on the side of the button "+ Addphotos"
This phrase will help the moderator to remove participants who do notobey the rules.

Yes the moderating tools for groups are rather sparingly in the moment and lets hope that this will be improved down the line however determined Moderators and Owners still can do the job with the tools that exist. If a user is not following a rules you don't start running after them by deleting their non compliant photos, you send them a PM to the offender telling them to remove their non compliant photos and if that's not followed than the user gets removed from the group and with it the photos will go as well.
We forum mods also don't have fancy tools to moderate the forums but I'll be damned if if I'll let spammers for example run all over the forum because of some missing tools. So please if some Groups are dumping grounds for photos then blame the mods and owners for not being on top of things instead on blaming it on some missing tools.
