I upgraded my account today and uploaded 4 new photos. However, I found that Panoramio has not upgraded my account, it has created a new one with the same name. Can I get my old account photos transferred to the new account – or I should I keep the old account to keep previously uploaded photos?

From the FAQ (Frequently Asked Questions) that can be found in the Questions & Support section of this forum:

7.2. I logged into my account, but all my pictures are gone. What has happened?
If you have tried to link your Panoramio account to your Google account, you may have made an extra Panoramio account by mistake. To solve the problem, delete the new account (see 7.5), to free the e-mail address so you can log into the old Panoramio account. You can now try to link the accounts again. If you are using any kind of blocking add-ons for your browser, please unblock any Google servers. This is because Panoramio loads some of its content from Google servers.

Hi Martin,

Sorry for the trouble.  Hans, thanks for the assistance.

Martin, there's no way to transfer photos between accounts at this time.  Please consider doing the following:
  1. Delete your new Panoramio account.  This'll release the Google Account to be attached to your proper (older) account.
  2. Log into your old Panoramio account.  From your user page, select the upgrade your account option.
  3. Don't forget to re-upload the four photos to this upgraded account :)
