Pedophilia Voyeurism?

In a recent story from California, there is a guy that is a self
proclaimed pedophile. However, he says he doesn't act on or engage in
pedophilia, he is simply a voyeur of children. He also takes pictures
of them in public and posts them on his website. They have tried to
take him to court, although he hasn't committed a crime, therefore he
cannot be held for anything since there is no law against looking.

Is what this guy is doing creepy? Yes!

However, if we start playing big brother and convicting people for
what they think or their view points, especially when no action
follows the thought, you might as well just put up bars around the
whole country and call it "The United Prison of America".

Should there be an implementation of a "Thought Police" in America, to
arrest and convict citizens for their thoughts, even when they haven't
committed any crimes?

If they did, I wouldn't be replying to this. Don't think you can
google in prison. I have had some weird ass thoughts in my time. The
medicine helps alot.

Seriously though. Take this for example.

Temptation is not a sin. Acting on the temptation is.

SO....If I only think of killing someone, but don't, have I committed
a crime?

The answer to my question (now I see is the same as yours) would be
no. Because if it were Yes, then every heterosexual male in America
would be locked up for rape. I'm almost sure that every woman I have
thought about banging wouldn't have been a willing participant. Man
I've had more legs thrown over my shoulders than...........nevermind.
