Grab image from video file

Hi guys,

Just wonder how to use PANDA to grab image from video file ? I am
implementing a similar video site likes youtube and each video in
youtube playlist has image (i.e. to show you what that video is
about). I am planning to grab 1 frame (says 10th frame) from the video
file and use that as a background picture for that video so that users
know what that video is.
