Problems with quotes

Hi there,

I've got a pretty new install and we're having an issue with quotes turning into %22. I've seen the issue on Firefox, Chrome and IE. I saw there was a thread on this farther down, but it was a couple years old. Any advice?

Here's some screenshots to better explain what's happening. I do a search and get some hits.



Then I go to hit "next" to see more matching datasets. That's when it changes from quotes to %22 and says there's no hits:

I dealt with this issue once before with spaces

I think you could do something similar for quotes.
