Introducing GnuPg protected Credentials

Hi,

while working on our pallet based DevOps system we are now introducing GnuPP protected credentials:

Code is located mainly in https://github.com/DomainDrivenArchitecture/dda-pallet-commons - without dependencies to our system.

A usage example can be found at: https://github.com/DomainDrivenArchitecture/dda-init-crate/tree/credentials

So if someone is interested to use this function or integrate it into pallet, I will support :-)

Beside I'm interested in comments & feedback :-)
