Pepco's revised proposal

Pepco presented a revised proposal for improving local service reliability at the PCA meeting last night.
As I understand it, one of the options is a "do nothing" option.

Anyone care to comment?

I think the 'do nothing' option is similar to the "I'll take my marbles and go home if you do not want to play by my rules," option. 
 
I also was distressed to hear about their concern that if they bury the wires under MacArthur Boulevard they will need to 'socialize' the cost over the whole District.  That seems to be a threat that they will explain to the CUB, which is currently hearing a request for a rate increase that is fiercely opposed by others in the community who seriously cannot afford to pay it, that the reason they need so much money is to make aesthetic improvements in The Palisades.  This borders on an invitation to engage in class warfare.

On the first point, I think what they said last night was a little different from "I'll take my marbles and go home...". They said that the various steps they had taken and small improvements they had made had removed the MacArthur Blvd. lines from the "least dependable" category already so they could survive without doing further significant work. They said they would restring certain lines and cut some small passages through trees, but could live without doing anything major. Seemed reasonable the way they put it. Gil Kaplan

I find it hard to believe that when Pepco installs taller poles and heavier cables they don't need to do an Environmental Impact Statement to determine the visual impact on the several National Parks in the area - Battery Kemble, C&O National Park and GW Parkway.
 
Does anyone know where the National Park Service stands on the issue?  Aren't they a stakeholder?
 
DId Pepco say last night that there will now be two of the heavier cables instead of just one?
