Greetings from Peace & Justice Network (PJN) Pakistan! We trust this email receives you well.
We are pleased to share the National Action Plan (NAP) on Human Rights (NAP-HR) 2026, recently launched by the Ministry of Human Rights, Government of Pakistan.
The National Action Plan on Human Rights 2026 serves as a national implementation framework for advancing human rights in Pakistan by translating constitutional guarantees and international commitments into coordinated actions, institutional responsibilities, measurable indicators, and timelines. It is closely aligned with SDG 16 (Peace, Justice and Strong Institutions) and incorporates recommendations from the UN Universal Periodic Review and other UN human rights treaty bodies. It also provides a common framework for collaboration among government institutions, civil society, National Human Rights Institutions, academia, the media, and development partners to strengthen human rights protection, access to justice, and accountable governance.
The Plan is organized into six thematic areas, comprising 22 outcomes and 86 action points, each supported by clearly defined performance indicators, institutional responsibilities, and implementation timelines:
- Thematic Area: Legal and Policy Reforms, Enforcement of Laws and Access to Justice
- Thematic Area: Implementing Key Human Rights Priorities
- Thematic Area: Cross-cutting Interventions for Protection and Promotion of Human Rights
- Thematic Area: Institutional Strengthening, Training and Capacity Building
- Thematic Area: International/UN Obligations and Reporting Mechanisms
- Thematic Area: Implementation, Monitoring Mechanism, and Civil Society Engagement
We are particularly encouraged that several recommendations put forward by civil society during the consultative process have been incorporated into the National Action Plan. This reflects the value of meaningful stakeholder engagement and reinforces the important contribution that civil society makes in shaping inclusive, responsive, and evidence-based public policy.
The launch of the NAP-HR 2026 marks the beginning of an important implementation phase. Its success will depend on sustained collaboration among government institutions, civil society, National Human Rights Institutions, development partners, academia, and the media. Effective implementation will require coordinated action, adequate resources, transparent monitoring, and continuous learning to ensure that commitments translate into tangible improvements in the lives of people across Pakistan.
Civil society has a unique role in supporting implementation through community engagement, public awareness, policy advocacy, capacity building, independent monitoring, research, and evidence-based recommendations. We encourage all civil society organizations and human rights defenders to use the National Action Plan as a strategic framework to guide their work by:
- Align organizational programmes, advocacy initiatives, and policy engagement with national human rights priorities.
- Monitor the implementation of commitments relevant to their thematic and geographic areas of work.
- Generate evidence on progress, challenges, and implementation gaps.
- Engage constructively with federal and provincial institutions responsible for implementing the Plan.
- Promote public awareness of rights and State commitments under the National Action Plan.
- Develop policy recommendations and contribute to periodic reviews of implementation.
By aligning our collective efforts with the priorities outlined in the National Action Plan, civil society can strengthen coordination, amplify collective impact, and contribute more effectively to the realization of human rights across Pakistan. The NAP-HR 2026 also serves as a valuable reference for governments, National Human Rights Institutions, and civil society organizations in other countries seeking to develop or strengthen inclusive, participatory, and results-oriented national human rights action plans.
Looking ahead, we encourage the establishment of a Digital Dashboard for the National Action Plan on Human Rights to facilitate transparent progress reporting, evidence-based monitoring, and meaningful public participation. Peace & Justice Network Pakistan would be pleased to support and facilitate such an initiative, where appropriate, in collaboration with relevant stakeholders.
We congratulate the Ministry of Human Rights and all partners “Huqooq-e-Pakistan II” European Union, UNDP, who contributed to the development of the National Action Plan on Human Rights 2026. We look forward to working with all stakeholders to support its effective implementation, monitoring, and periodic review. Together, we can transform this important national implementation framework into meaningful action that advances dignity, equality, justice, and the realization of human rights for everyone in Pakistan.
