Greetings from Peace & Justice Network (PJN) Pakistan!

 

Access to justice is a fundamental pillar of a fair and equitable society. Recognizing this, in July 2011, the Law and Justice Commission of Pakistan (LJCP), through statutory notification S.R.O. 684 (I)/2011 under the Law and Justice Commission Ordinance (XIV of 1979), established District Legal Empowerment Committees (DLECs) in District Courts across Pakistan. DLEC is the only sustainable and well-structured and well-funded state supported legal aid mechanism in the country functioning in 132 districts, providing free legal aid to deserving litigants.

 

The National DLEC Performance Factsheet provides a comprehensive overview of the functioning and impact of DLECs from its inception in February 2011 to August 2025 based on available data from LJCP covering 132 districts across Pakistan. It highlights key operational metrics including funds issued for legal aid, funds utilized, number of legal aid cases provided, and gender-disaggregated participation.

 

The development of this factsheet is critical for several reasons. First, it enhances financial transparency, showing how funds allocated under the Access to Justice Fund have been utilized to support legal aid programs. Second, it provides quantitative and qualitative evidence of impact, such as the number of citizens assisted and the inclusivity of services, including the participation of women and marginalized groups. Third, by highlighting gaps and successes, the factsheet facilitates data-driven decision-making and continuous improvement in justice delivery mechanisms. Finally, it strengthens public trust and institutional credibility by demonstrating that resources are deployed effectively to empower citizens and uphold the rule of law.
