Pagespeed insight for localhost apps

I have a java web app running in my localhost. Can i use pagespeed insight to test it? Do i need to change the settings or config?

Look for ngrok psi in Google, it's the only way to test locally. But I don't recommend, there're important insights that will only come from an external facing web server, so if you can point it to your Q&A environment.
