No, we don't have a mechanism to increase beyond 25k/day. We're not currently considering paid plans.
However, you can address this another way.
Lighthouse is the engine that powers PageSpeed Insights and is open source. Given that, you can easily run it yourself.
We've published some guidance for folks who want to run Lighthouse at scale: https://github.com/GoogleChrome/lighthouse/blob/atscale/docs/running-at-scale.md
