Is Google Page Speed Insight Important?

When I this website on Google my score is 64/100 mobile and 84/100 desktop. The this is the page is loading fast according to other tools and I've read that Google looks at reak speed vs. blocked resources (Such as Google Analytics or Tag Manager). What does Google actually care about most for page speed? Is it the actual speed or? 



I ran a test on WebPageTest and I scored amazing:

Sorry, but a page that takes 5.5 seconds to load is not amazing. One to two seconds would be more impressive.

PSI scores on speed, but also on what can be improved. If your images could be compressed more, you'll be scored on that. If your css and js can be minified, you'll be scored on that.

Other sites might be using an older version of PSI or other means to simulate the same result. I wouldn't rely on just one tool.
