Why does PageSpeed Insights complain about "Leverage browser caching" when all the resources without far future expiry dates are from Google services (and one from FB)?
Should PageSpeed Insights ignore ga.js or ytimg images? (Or should ga.js or Youtube image service have longer expiry dates?)

Not at all, they won't discriminate the source if it fails in any manner to what performance means. Having a low cache for resources will have a negative impact to the speed as the client will have to download frequently the same resource.
Facebook, google etc uses a low cache set to make sure that if they change anything on their external code the client will have it refreshed as soon as possible so, it's more an integrity matter than performance.

Pagespeed will trigger that warning to let you know that those resources will increase page load eventually and now it's up to you to balance and determinate if it's necessary to have the facebook plugin in all your site or if only worth to have it on the land page.

Pagespeed is designed to give a set of guidelines to web developers to have a clue about what can be done to boost a site but that doesn't even mean that you have to follow all of them as UX is in a higher rank than page performance.

Regards.
