Question about https://testmysite.withgoogle.com

Hi team,

I've trying to replicate the feature to show the label as "poor", 'fair' and 'good' from https://testmysite.withgoogle.com, I've been doing a lot of research and testing, but I'm wondering what is the threshold that's drawing the line of "fair"-ness. Based on my test, it's that any url with < 65 usability will be labeled as 'fair' on mobile friendliness. 

It will be great if you can share some details how do you determine those labels. Thanks!
