Google Speed Test Versus Any Other Speed Test Like Pingdom

We have recently built our company a new website.  The website was built from the ground up to be fast.  We have minify, compressed images, CDN, Caching.   Yet despite this our google speed test fails saying it can't even determine a speed and both desktop and mobile come up poor. 

However if we run the test at pingdom we have a load time of 2.41 seconds and score a B rating.  We've had it down to milliseconds but then had display issues in Edge so we had to reverse the settings.  

I don't understand the drastic differences and why Google is not seeing everything we have done to make the site fast.  Why is this??

Why am I not seeing any speed data for a URL?
PSI uses data from the Chrome User Experience Report, which provides speed data for popular URLs that are known by Google's web crawlers. If the speed data for the queried URL is not available in the CrUX dataset, we recommend using Lighthouse to run a synthetic performance audit to estimate page speed, and investigate page optimization recommendations provided by PSI and Lighthouse.
