How to use PageSpeed Insights score to compare performance

Hi folks,

I have a few questions on this tool and the criteria/results it uses - this might be a very silly question and forgive my naiveness.

When performing a PageSpeed Insights test for a single page (homepage) on different occasions the score varies a few units  (sometimes just a day apart shows differences of 10/20). 

I was wondering, and considering no development/server factors changed:

1. Is the  network and country I'm using for the test influence the score?
 
If the above is true:

2. How can I get an average value?
3. Can I emulate the speed in other countries?
4. Shall I measure a few times and do an average?

I'd like to compare "apples to apples" to be able to report on improvements associated to our dev efforts/implementations to improve the speed, however, with these variations, it's quite hard to claim that optimization was a result of something we fixed.

The reason I'm asking is that the mobile site speed test from "Think with Google" confused me as it allows you to select the country. However, this test is for the entire site and not an individual page. That said, and my final question, they also share some useful benchmark figures, however, this is again for the entire site.

5. Do you know any resource that does the same study for a single page? In particular, the homepage.

All thoughts are really really appreciated - please let me know and many thanks in advance.
