Assets detection in above-the-fold content

Hi!

I'm testing a page where CSS and JS are placed at the bottom of the page (neat </body>) but PageSpeed tells me that one CSS file (it is the only one!) is at the top and makes render-blocking.

Is it a bug or I did something wrong?
