PageSpeed Insights は、サーバーから 403 応答を受け取りました。とエラーメッセージがでます

Page Speed Insightを利用すると
PageSpeed Insights は、サーバーから 403 応答を受け取りました。
が表示されます。

しかし、

78 / 100ユーザー エクスペリエンス

と結果も出ております。

共に表示されるサンプル画像は「Access　Denied」とエラー画面になっています。

このことについて以下の疑問があり、わかる方いらっしゃいましたら教えていただけますでしょうか？
１．403の応答エラーを出さないようにするにはどうしたらいいでしょうか。
２．表示されるユーザーエクスペリエンスの点数は正しいのでしょうか。

SP、PCともにこのエラーが出ます。
PCについては100/100と超優秀です。
