Fwd: Announcing Apache Serf 1.3.9

We may want to update our dependency at some point, probably before
our next major release. This is a bit of work, since we maintain a
few patches on top of serf and we need to check if they're still
needed (or update them so they make sense against 1.3.9). We're
currently on the previous version, 1.3.8.
