Remove render-blocking java-script and optimize css delivery

I am happy to remove render-blocking java script, but failing to understand how. I am reading instructions but just keep clicking links to learn more and not finding a clear solution. It may be under my nose but I am not getting it and my patience are wearing thin. Appreciate some help or a clue.
