Senate Panel OKs limited liabilty bill to encourage mine water for fracking

This is from PADEP newsclips. Note the limited liability (although not detailed) on using AMD for drilling. Seems like there was no public comment period for this proposal?

 

Senate panel OKs bill to encourage mine water for fracking (Hazleton Standard Speaker) -- A bill to encourage use of coal mine water in hydrofracking operations by offering liability protection to drillers won approval last week from a Senate committee.
