Release announcement: pacparser 1.0.7

This is again a minor release. It includes changes to make package
more debian friendly. One rather important change is in Makefiles.
Now, shared library is compiled and linked as PIC (using -fPIC flag),
even on i386 (earlier I was facing issues with that[1]) and gcc is
used to build shared library instead of ld. This whole process is now
closer to standards. Apart from this, there are some minor changes to
make lintian[2] happy. Please have a look at this svn diff[3] for more
details.
