Release announcement: pacparser 1.0.8

Howdy folks,

Here is the new release of pacparser (1.0.8). The biggest changes are
in build scripts: lo and behold, pacparser compiles on Mac OS now. All
you Mac users out there, you can now compile pacparser using same old
'make'.

Apart from that, it also fixes a small bug in weekdayRange utility
function[1].
