Resolve / understand concerning Warnings when establishing a new packrat project

I have the same final line issue with devtools::document(), so even though I hate it, I vaguely understand it. The 2nd one really concerns me. There were no special permissions set by me. 

Any thoughts?

Warning messages:
1: In readLines(path) :
  incomplete final line found on '/packrat/packrat.opts'
2: In Sys.junction(from, to) :
  cannot set reparse point '/packrat/lib-R/x86_64-w64-mingw32/3.5.0/base', reason 'Access is denied'
