packrat projects on Windows network drives?

packrat virtual environments are a perfect and necessary solution for a lot of R library conflicts our team experiences on various Windows servers.

The problem is that it does not seem to work on Windows network drives (?). I believe a saw an old, unresolved GitHub thread to that effect as well.

Is this a known bug? Are there any work arounds?

The first warning I usually get is


Warning message:
In Sys.junction(from, to) :
  cannot set reparse point 'drive/path/packrat_test/packrat/lib-R/x86_64-w64-mingw32/3.5.0/base', reason 'Access is denied'
