Data Sharing between Provisioners

Hi,

I would like to do the following using Packer provisioners - 

[Provisioner 1]. Download some certificates from Key Vault (using shell-local on local machine)

[Provisioner 2]. Install Certificates downloaded above to install (using WinRM)

I can only download certificates on local machine. Image will not be connected to the domain.

Is there a way to share the data between two provisioners? I wanted to keep certificates in memory because of security reasons.

In interest of other people, To resolve this I have finally written a small provisioner which takes the certificate details, downloads it and then install it on remote machine.
