Packer build on macOS Big Sur with VMware Fusion 12.1

Using a template that I was using on previous macOS now no longer builds on macOS Big Sur. It will connect through VNC to pass commands, but when it gets to configurations that is done through SSH it hangs and then times out at Waiting for SSH to become available...
