Packer + amazon-ebs + Winrm connection timeout

I am trying to create Windows 2016 Server AMI using following script

I have tried Packer both version 1.4.3 and 1.5.4.

Even though I can RDP to the builder VM, packer is timing out with following error
 packer-builder-amazon-ebs plugin: [ERROR] WinRM connection err: unknown error Post https://private_ip:5986/wsman: dial tcp: lookup private_ip on 127.0.0.53:53: server misbehaving
2020/03/04 22:02:22 ui error: ==> amazon-ebs: Timeout waiting for WinRM.


I will highly appreciate your help in this matter.

It turned out I just needed to increase  the winrm_timeout to 30m.
