Vsphere-iso builds fails--unable to locate the folder

Packer 1.3.3

I am trying to deploy a template to a remote esxi host using vpshere-iso, but it fails when locating the folder specified in the json

i have tried multiple different folder locations with no luck. Though regardless of what i put in the folder value...it is appending it to /siteid/vm/

Ive replicated the folder structure still fails
