Inbound rules not created

Hi there, 

While I am doing a packer build, I am not specifying any security group id so that packer will generate a temporary security group for ssh on port 22. But when I check the security group created by packer, there are no inbound rules due to which I am not able to ssh to my source instance and getting SSH timed out error.
