Hyper-V\Start-VM Error

Hello,

Im getting this kind of old issue -> https://github.com/hashicorp/vagrant/issues/11118

Im using Windows2016 / Hyper-v / Disk format in ReFS (https://docs.microsoft.com/en-us/windows-server/storage/refs/refs-overview)

Packer version : 1.6.2

Has anyone already tested to create Hyper-v VM with ReFS ? And is there a way to use packer with this FileSystem ?

So it may be needed.

But : how to execute this before the VM is started ?
