How do I use "sensitive-variables"

I am getting an error message of

Unknown root level key in template: 'sensitive-variables

{
  "variables": {

    "vpc_id": "",
    "subnet_id": "",

    "admin_password": "{{ env `ADMINPASS` }}",
    "pass4SymmKey": "{{ env `PASS4SYMMKEY` }}"
  },

  "sensitive-variables": ["my_secret", "foo"],
  "builders": [


This is how i have it setup but it seems to be failing.  Any help would be great.

Just realized my packer version was not up to date.  Just downloaded 1.3.1 and it worked.  Thanks :)
