Packer Template Pre-Processor

I've recently been thinking about building a tool to allow users to populate config files, Autounattend.xml(Windows users), preseed or kickstart files for Packer. I would like some feedback from the community in whether i should create a plugin(external) for this, or create a separate tool that would be run before hand.

My idea is similar to the tool Inductor (https://github.com/joefitzgerald/inductor) but would cover all distro's and templates, not just windows or vagrant boxes

I think it's hard to incorporate pre-processors into Packer without a big rewrite of some of the core parts to packer. (That's why building from a Vagrant box isn't easily added) So I would recommend wrapping Packer into a another tool/script.
