Is it possible to convert or upload an ovf exported from vsphere to aws ami with packer?

Hi, thanks for reaching out.

You can import an OVA file using the amazon-import post-processor: https://www.packer.io/docs/post-processors/amazon

You may need to convert your ovf to an ova using the shell-local provisioner and ovftool before your upload.
