waiting on IP building windows 2016 VM in vsphere

I keep getting this when building win 2016 vm template in vsphere. 

any idea?

I tried rebooting the vm and same problem

ok now I got a step further.

its now stuck on 

waiting on winrm to become available. 

I checked and there is no firewall between. and port 5985 is listening

any idea?

If you are building from ISO, then lots of configuration needs to happen via an answer file before Packer can connect. I recommend using the web console in vsphere to look and see where the VM is hanging. Logging from Packer won't be useful until Packer can actually connect.
