We recommend doing it as part of the autounattend before connecting to Packer, (for an example see this community member's very complete repo: https://github.com/StefanScherer/packer-windows/blob/main/answer_files/2016/Autounattend.xml#L194) or via the community-maintained windows-update provisioner: https://github.com/rgl/packer-provisioner-windows-update
