Downloading and Installing Software With Packer Template

What is the best or preferred method of installing software using Packer.

If it's in a standard repository I can do a yum install or apt-get install. Or, I can add a repo.

What if I have a Zip file? I'm trying to get JBoss installed with a particular version of Java. Both of which I typically use a wget to retrieve.

I would opt for writing a script. Some people use CM tools (Ansible, Chef, Puppet, etc) but I would only use that if that is already used within the organization and I want to reuse playbooks/cookbooks etc.
