Matt Wrock https://github.com/mwrock/packer-templates Has a good example using Chef solo for his Windows Server 2016 template. The same type of provisioner setup will work for Linux targets too. His cookbooks are included in the repo.

the provisioner chef solo, like shell, requires understanding of the tools.
