Packer 1.8.7 released

Hello Packer Community,

The Packer team is excited to announce the release of Packer 1.8.7.

This release contains internal changes towards enhancing the experience of HCL2 and reducing the use of vendor plugins. Refer to the CHANGELOG for a complete list of changes.

Notable Changes:

The following plugins have been removed from the Packer release binary. Users can install plugins manually using packer init or packer plugins install.

Notable Fixes:

• The github.com/hashicorp/packer-plugin-sdk  package has been upgraded to address CVE-2023-0475, and CVE-2022-41723.
  
• Packer will no longer crash when executing the hcl2_upgrade command against a legacy JSON template with user variables and no defined variables block.
