Packer 0.11.0 released

Hi All,

Today we released packer 0.11.0. This release has a lot of changes, so I'm really happy to get it out.

The next and final release before 1.0 will be 0.12.0, which should go out mid-November. Please follow along with what we plan to put in it here https://github.com/mitchellh/packer/milestone/17
