How to skip the installing updates part in the windows installation ?

do you have any packer specific question?

your question seems more the kind of question i would expect be in the manual of the OS you are using, ie Windows 10 pro.

AFAIK you can't skip that step as part of the Windows Installer (happy to be corrected on this if wrong). Although it doens't literally go to Windows Updates and install all available updates just whatever is on the ISO itself.
