Approach to use Packer in Windows Host and Guest with HyperV

Hello All,
I need approach for what and how should i use packer to implement below requirements

Host OS: Windows 10
VM: Hyper V
Guest OS Image: Windows Server 2016 Standard
Configuration Tool: Ansible preferable suggest if any other best suitable

I am stucked at configuration part like how can i use Ansible with windows. Do I need any intermediate Linux server. If yes then how?
