Packer 1.2.3 is released!

Hi All,

I'm happy to announce Packer 1.2.3 has been released. This patch release contains a number of bug fixes and minor improvements. Some highlights include:

- Users of the Oracle-OCI builder can now provide a user data file in their instance launch metadata

- Users of the file provisioner are able to skip validation of files that they plan to have created during the Packer build. 

- Several bugs we introduced to the vmware builder when adding new features have been resolved.

- We've resolved several bugs in the `boot_command` code, and made supported features consistent across builders

- Users of Azure and Google Compute can now use the randomly-generated winrm password in the Powershell provisioner.
