Packer Build timeout waiting for machine to restart

Hi,
Packer version - Packer v1.6.0
Using Powershell provisioner.

I am trying to build an AWS Windows Golden Image and the build is failing at the first restart itself with RPC endpoint: Communicator ended with: 1717 and followed by Communication connection err: http response error: 401 - invalid content type.

I have raised an issue but thought to see if i can get help from here too.

This is very crucial for my testing and any help is greatly appreciated . Please let me know if you want me to provide any more information in this regard.
