Trying to use packer in a gitlab pipeline

Hello,
I am trying to use packer in a gitlab pipeline and keep on running into this error.

Error waiting for AMI (ami-sdfgdsgsdfgsdfg) in region (us-east-1): ResourceNotReady: failed waiting for successful resource state

I have upgraded packer to the latest nightly build hoping that it would work, but I am still not successful. Is there a packer binary that fixes this behavior?

There are various reasons why this might happen, check these issues for ideas


I would start by trying if it works when the user/role includes the Admin policy. If it works then your permissions are to tight. Second I would set the state wait timeout to something really long. 

If you need more help, include as much information as you can about your setup.

Does it work when you run it on your computer?

I am rephric, the one who opened a bug about the specific problem I am encountering. I can run it from my local machine fine.
I also set these variables before running the packer build:
    - export AWS_POLL_DELAY_SECONDS=30
    - export AWS_MAX_ATTEMPTS=3000
    - export AWS_TIMEOUT_SECONDS=3000
I am making sure I use the aws kms key name, not the full ARN.
Let me know if you need any more information or need me to try something!
